<Call me close-minded, but I choose to follow the hard evidence and ask critical questions in direct relation to that: why did Z place the Blue Rock Springs call roughly 40 minutes after the attack when it was only a 13 minute drive to that payphone?> If it was Allen he could have stopped home first. His house was between BRS and the phone booth.

I would assume that the killer probably took off his costume before driving. That would take a few minutes. Maybe he drove somewhere and stashed it away where he knew it would be safe, rather than keeping it in his car? Although, just picturing it in my head, it would be kinda funny to see someone driving around with that costume on. But dropping off the costume and knife before placing the call would make sense.
