I think the hand meaning is very simple.
The hand is posed in guise of "OK" sign.
In origin, "OK" meant "0 (zero) killed". It was a sign present in military airport during world war II.
So the hand can mean "14 killed".
In short, I think that the Zodiac was teasing the police and the actual meanig was "Zodiac 14 – SFPD 0".
He wrote this kind of message on almost every letter but it seemed he forgot it on the Hallowen Card ….. perhaps he had not forgotten.

I am convinced "4-teen" means he had 14 victims. By writing it in that way, he diverted attention from the number 14 as people would look at the number of teens. And the zero, as you say, is his clever dig at LE.

There is the 14 on the hand but there are some other numbers the skeleton makes with his fingers; a 6, 3 fingers and a 0. James Owen’s birthday happened to be the 14th of June 1930 and then obviously there is still the "But, then why oil me" reference. I still think James Owen is a strong suspect (there is certainly never been done anything to rule him out) and I have actually found some photos from him around the time and they aren’t too dissimilar from the composite sketch. The only problem is his weight…. however, could that have been the disguise Zodiac was hinting at?
