Penguin was in disguise talking to Batman in Robin and they knew it was him and wanted to fingerprint him. Penguin was using plastic coded fingerprints so they couldn’t. I think it is pretty obvious Imo this is where the Zodiac got the idea to mention he used airplane glue on his. Just think this is worthy of being brought up again and opinions on it.
