On the top of page 3 and possibly page 2 it looks as though the FBI label is covering additional writing ? Has this been addressed before ?

Don’t know but there is some faded writing.
If you flip it you get a date and something I can’t read:
Seems to be
7803 or 7853 or 7883 followed by 5/4/64 or 3/4/64
Another (I flipped it too):
I see something like 7P* and 44162 or 44167 or 6/4/69? Or maybe the obvious 7/4/69
He usually didn’t cross his 7 so maybe it’s 9P*
* being unreadable.

My guess, is the writing has just been transferred when it was folded. Had the writing dried properly before folding? But also remember, this communication was delivered not mailed, so may have been exposed to external moisture.

Ah you are right it does appear to be 8/4/69! Interesting as that letter appears to have been hand-delivered since it was not postmarked. It was received on Monday August 11th. August 4th was the previous Monday.

Very likely so but still interesting none the less. The initial point though was what looks like writing possibly under the FBI label on page 2 on the top image in a red square.
The above perhaps indicates 7pm 8/4/69. Now was that the time it was recieved or the time it was passed over to LE.
