I’d propose that the hoaxer was Dave Toschi.
He told Hines he faked the Pines card. There is evidence to suggest that the 1978 forgery and the Exorcist letter was sent bu the same guy.
If you take these facts along with what Tahoe has laid out here, and I think you can make a case that Toschi was a serial forger of Zodiac letters.
