What are the proper steps on moving this case forward?
Who do you contract? Names/phone#
who really is in charge of this case?
What is the proper chain of command?
When I have made attempts to contact people in regards to this case,
I am informed, no money,no man power, Way too much paperwork and it’s a old case.
So, please if you can give me the proper chain of command to go through,
It would be mostAppreciated.
There is no "one" in charge of this case.
San Francisco will direct you to someone who handles their case if you have any relevant information, but all you can do is present what you have to them. Of course, their focus will be the murder of Paul Stine.
Vallejo is still active and the same can be said for them, as well as any jurisdiction with an open murder case, but after all these years and all the ridiculous theories brought to their attention, someone better have something of substance to provide them in order to be taken seriously.

I have been on the phone for about the last hour. I have call every police
Dept I could,they try to Connect me and then it would hang up and then they reconnect me and it ring and ring and ring. I phoned Vallejo,NAPA ,San Francisco ,Lake Taho. The Dr Phil show. No one would pick up!!!!!
The phone. I do not know what Ave to take next.
State your case in writing. These detectives don’t have a lot of time to devote to a 45 year old case on the telephone.
