Who mailed to the FBI on behalf of Penn?

Hey all,

Someone mailed G. Penn’s theories to the FBI and I’d like to know who it was.

First 113 pages of https://drive.google.com/file/d/0Bx2ZxP … sp=sharing deal with this.

The person who mailed to the FBI added a table of contents (pages 1 and 2) and also added notes and additional thoughts throughout Penn writings. It was someone who reviewed Penn’s work. Envelope at page 113.

Hey Richard. I don’t understand, Joan Webster is another murder case? Do you know/think that a member of this family wrote to the FBI on behalf of Penn?

The FBI got involved when Penn contacted the Webster family about a "Zodiac" Christmas card. This is pasted from material I’ve previously written.

Joan Webster, a 25-year-old Harvard graduate, who disappeared after her arrival at Boston’s Logan International Airport on 28th November 1981, with her remains identified nearly nine years later on April 30th 1990 in Hamilton, Massachusetts. The cause of her death remains undetermined and nobody has been charged with her presumed abduction and murder.

Gareth Sewell Penn contacted the missing girl’s parents, George and Eleanor Webster, suggesting that the missing woman may have been the work of the Zodiac Killer. Gareth Penn would write to the family on March 3rd 1982, linking Joan Webster’s disappearance to the Zodiac Killer and his suspect. This was followed on March 5th 1982 by the Zodiac Familiarization Kit giving a brief overview of his thoughts, but describing the article “Portrait of the Artist as a Mass Murderer" featured in "California Magazine" last November, as sensationalized and trivialized, and not to his liking. Another letter was sent to the Webster family on March 26th 1982 attached with some examples of Zodiac handwriting for them to look at, but at the foot of this correspondence was a request for a Santa Claus greeting card mailed to the Webster family by an unknown individual.

He would ultimately become convinced that the Santa Claus greeting card was fashioned by the Bay Area murderer (possibly mailed on or shortly after January 20th 1982), just after the $10,000 reward offered in the New York Daily News. After receiving photocopies of the card and analyzing it, he would liken it to the November 29th 1966 Confession letter by use of Morse and binary code, along with a whole host of mathematical trickery in his attempt to forge a link. Gareth Penn would elaborate on this in a further communication to the Webster family on April 5th 1982, in which he acknowledged receipt of the photocopies of the Santa Claus card and envelope, to which can be seen in the communication retrieved from the FBI files, shown below.

Cheers Dave for the link. The mathematical trickery he used in this instance required a certain level of detachment from reality, sending copious material to the Webster family, which quite frankly must have put their head into a spin. The linking of Joan Webster/Santa Claus card to the Zodiac Killer by Penn however, has a little more merit. Not through mathematical trickery, but through the geographical connection between the March 2nd 1981, March 8th 1981 possible "Zodiac" letters and circa January 20th 1982 Santa Claus card. Not that Zodiac was responsible for her murder, only the suspicious communication in January.

But he wasn’t extorting anyone. Instead, he was insisting that “binary Morse code”—a mathematical medium he invented to decipher the Zodiac—had revealed the killer’s identity. But neither one of us could understand why he tolerated all the accusations.”

From what I can gather from Times 17 Gareth Penn got his buttons pressed (once again) by one Dan Goldfarb about the Joan Webster case, telling Penn that the case had "Zodiac written all over it".

George Webster was vice president of ITT and the envelope that was mailed to the FBI has the ITT logo on it.

Thus, it seems likely that George Webster wrote to the FBI on behalf of Penn.
