The Zodiac Killer was usually triggered by newspaper articles just prior to mailing a correspondence. I believe the 1990 Eureka card was mailed on December 20th 1990. Have you ever searched the newspapers for a Zodiac story just prior to this card. Bearing in mind we only have two festive greetings cards and we know the Muni drivers story initiated a response from either Zodiac or an impostor on January 10th 2001, have you ever checked the newspapers just prior to December 20th 1990. I would, but don’t have a newspapers.com account.

Do we know if there was an article about the Lake Herman Road murder anniversary in any local newspapers in 1990?

Will have a look for you both.
Also these are from the Seventh Day Adventist periodicals archive and not the papers.

There were a lot of articles in 1990 about the New York Zodiac (Heriberto Seda) so that may have spiked public interest in general for anything Zodiac-related. But there wasn’t much coverage of the NY Zodiac towards the end of 1990.
The only other thing I could find is this August 1990 article about Darlene’s sister claiming Zodiac was coming after her:

Not sure if these have been shared before ?
For completeness, here is the link to the paper it’s from:
