I always took it to mean attractive but on second thought it could have meant well-groomed or any of those things you mentioned.
Looking at the police report, I’m satisfied it means attractive.

WHen you look at it in context on the police reports, it seems like the girls were saying the 1969 equivalent of "hot" and the police officer is using nice-looking as a way to make it more dignified.
So the girls identified Warren Beatty as Zodiac ?
Kind of stands in contrast to what Hartnell said when he described Zodiac as "sloppy-looking".
