turn around and walk back to the street.

Yes, it could have been a cop, maybe Bud Kelley or an RCC night watchman or other RCC employee
or someone claiming to be an RCC employee, possibly a library employee claiming to have a key to
the back door of the library annex and could let her in to use the phone.

My hypothesis is the Zodiac knows everything about his targets because he has read police reports about them in some fashion. Either they asked for help because of something that happened to them (such as a violent boyfriend or violent threats towards someone in their life) and then he always has a scapegoat. I think he may even try to copy from other crimes.

IMO, he has done this as the Zodiac also to make it look like he carried out other crimes like them elsewhere. I don’t know which ones though. He probably mixes them up to confuse.

Just to add to this. The Hillside Stranglers MO was to drive around pretending to be cops with fake badges to lure women into their "unmarked" police car.

Kenneth Bianchi had training as a security guard. He even tried to join LAPD.

It’s my guess, this is also the MO of the Santa Rosa Hitchhiker Murderer.

And no I don’t think The Hillside Stranglers are responsible for any of those crimes or the Zodiac.
