I would say that was a fairly common phrase back then….it was even on the cover of Good Times July 24, 1969 in relation to Nixon. It said "Nixon Gets His Rocks Off". Which would have been just before the letter was mailed.

I guess that would depend on possibly a couple things. Could be the person that said it was young, or could be that the person that said it has an issue with women in general and is using the term loosely as a derogatory remark. Either way it speaks to the maturity of the persons mind. Unless of course it was part of the persona that Z was trying to portray and said things like this to throw people off from who they really were. Could be an excellent diversionary tactic to make others think he was young or whatever.
Fact is that the term "get your rocks off" was used a lot back then, regardless of whether it was with girls, boys, women or men.
