I think it should be possible to connect Ingrid Angela Anderson with Jane Doe #5834.
Ingrid Angela Anderson
Missing since: May 20, 1971
Area: Richmond, California (Richmond district?)
Age: 33 years
Height: 5’2
Weight: 120 pounds
Race: Caucasian
Sex: Female
Hair: Brown hair
Eyes: Blue eyes
Anderson’s ears are pierced.
About six weeks later a body was found near Richmond at Pier 7, floating in the water:
Jane Doe #5834
Found: July 06, 1971
Area: Pier 7
Age: 20-50 yrs.
Height: 5’4”
Weight: 120 pounds
Race: Caucasian
Sex: Female
Hair: Brown hair
Eyes: Blue eyes
Recognizable face
Coat, blouse, skirt, and underclothing
All criteria match quite well. Obviously the body had been in the water for less than 3-5 months (eye color was still recognizable) but already was in the process of decomposition as Ingrid’s age seemed to be difficult to estimate. Also she appeared to have had a classic dressing style and was the Jane Doe found with blouse, skirt and underclothing. The body of Jane Doe #5834 might have either floated from the Richmond area or she had disappeared from the Richmond district, both is not too far from Pier 7.

Richmond is a city in Contra Costa County, NE of San Francisco. However, from the bayside of Richmond, you can probably see Pier 7 in SF on a clear 
day.
As the crow flies, its about 10 miles across the bay from Richmond to Pier 7.
Nice find! Especially the "recognizable face" as Ms. Anderson looks from her charleyproject page.
In the Charley Project info, Ingrid Angela Anderson is listed as disappeared in 1977 not 1971.

Jane Doe #5834 was found in 1971.
So if this CP info is correct, a match is not possible.
However at other missing site she is listed as disappeared in 1971, so who knows which year is the correct one.
I tried to find some info in old newspapers but could not find anything on her disappearance.

True, I also saw that…however do believe 1971 is the correct date (was it because of namus..?). Am excited if someone finds some more info on her…also Deborah Beltz, almost nothing known about her.
