Just came across this when I was looking at commuter safety statistics (what fun….) – not sure how much credence can be given considering the lack of evidence. However, having stood on a crowded tube platform many a time myself (which I understand could be almost as busy back in the 70’s), I think it would be easy to commit such an offence as a train rolled in, even under the eye of today’s CCTV. But a police cover up ? Sounds a bit far-fetched.
The Telegraph is considered one of Britain’s more reliable newspapers, there’s some additional info with the Daily Mail (sensationalist tabloid) and Huffington Post (no introduction required, I’m sure):

Currently there is speculation that a potential serial killer may be doing the same thing around Manchester’s canal network with little police interest so this does have some contemporary relevance.
