In the crime scene photographs the pieces of Paul Stine’s shirt are marked A,B and C

In the San Francisco Chronicle on November 12th 1969 it clearly states ‘As proof the letters were from the true Zodiac and not an imposter, the mass murderer enclosed another portion of the piece of shirt he tore off the body of San Francisco taxi driver Paul Stine’.
On December 28th 1969 a second entitled "New Zodiac Letter…Fears He’ll Kill Again", it states ‘A few days after the Stine killing, Zodiac sent a letter to San Francisco newspapers and also included a swatch of Paul Stine’s shirt. Another letter and another piece of Stine’s shirt was sent to a Newspaper on November 11th’.
Then in this video 3 minutes in confirms that a total of three shirt pieces were sent.

This means that more than likely a piece was sent with either the dripping pen card or Bus Bomb letter and this makes sense.
He sends one with the Paul Stine October 13th letter, one with the 340 Cipher/Bus Bomb letter, after all they were virtually sent together and finally the Melvin Belli letter. In other words in his next three correspondences after the Paul Stine murder he pretty much used all three pieces as soon as possible. The fact he ignores the Fairfield letter probably indicates it is a hoax and not from the Zodiac Killer. Are all these papers lying. Any thoughts.

I don’t think the papers were lying – they were just misinformed/sloppy/what have you. The newspaper reports dealing with Z are less than exemplary, after all – hardly a single one of them are without some kind of misrepresentation, misspelling of names, downright falsehoods, etc.
As for the possibility of DP being a hoax – well, yes. I’m skeptical of all communications that don’t contain a substantial amount of…words. But the explanation for Z not enclosing a shirt piece with DP could simply be that it’s a card – and was sent as such, i.e. not in an envelope. *

PS The "Keel" referred to must be David A. Keel, who was with the SFPD crime lab (or whatever it was called back then).
I don’t think the Dripping Pen Card was a hoax or the Bus Bomb letter, just that they were mailed in such close succession, within one day, it would have been unnecessary to mail two swatches of Paul Stine’s shirt, however the fact that he mailed the third swatch with the Melvin Belli letter suggests to me the Fairfield letter mailed 4 days earlier was a copycat, otherwise this letter should logically have held the third piece. Although logic and Zodiac seems a conflict in itself.
Ah, yes – sorry about that. Dripping Pen/Dripping Knife – got confused there.
Fairfield/Dripping Knife is a fake, IMO – clearly so, I’d say. And, yes – the fact that there was no shirt piece certainly corroborates this.
For the record, I don’t think Dripping Pen/340 is a fake – that was just me being…on my first cup of coffee. Just ignore that part.
