I don’t want to argue if Donna Lass is a victim here. There is the postcard, poster cipher and a I think a letter that I don’t think have been authenticated as being Zodiac. If someone can official tie those will the FBI open their own investigation? There is no body, so this in my mind would just be a disappearance investigation. Is crossing state lines enough to get them involved?
I just wonder if they have resources (old or newer) that could help solve the various cases.
EDIT: I am sorry for forgetting to mention my point that I think the disappearance of Donna Lass is what could bing them in. Sorry for confusion if that was not clear.

The FBI have already assisted with the overall Zodiac investigation. A fresh investigation into Donna would at least bring some public attention the case.
The ‘fresh’ investigation could only start with finding her body. Good luck.
