So the years 340 and 408 were leap years…any chance that could be somehow used in a cipher, such as skipping or including and extra character?
Just trying to think OTB.

All I can say about the 340 is, if it contains a message, it’s not (merely) a linearly-rotating homophonic cipher like the 408.
Beyond that…no idea.
