This confirms what we had suspected: He had two primary "spots" where he dropped letters. One was along Route 1/19th Avenue and the second was along the 101 near where it intersects with 80.
If I had to bet, I’d bet he drove from the Vallejo area using these two routes and dropped them off. Perhaps, he worked in San Fran and used the two routes to commute.
Someone earlier mentioned that most Vallejo residents would use I-80 into the city and not Route 1 across the Golden Gate. Is there a location near Vallejo where either one would be the same distance time? Perhaps Zodiac lived in a place where either route was equally convenient.
FWIW – I’m discounting the later letters. With the exception of maybe the Exorcist letters, I think Zodiac stopped writing in 1971.
ETA: Regarding the Dragon letter: only a handful of neighborhoods have an "H".
They are:
4H – Miraloma Park
5H – Clarendon Heights
8H – North Waterfront
9H – South Beach
10H – Mission Terrace
All of these with perhaps the exception of Clarendon Heights would certainly fall into locations that fit the drop off locations.

I would imagine that Z would not call attention to himself by operating where he lived. My guess would be that he lived and worked in Oakland, Richmond, Berkeley, San Pablo area. Maybe even Martinez area. That way he kills on the east side of where he lives and drops off mail to the west of where he lives.
This is tremendous work.
If we put the 4/28/70 ‘h’ letter as 3h (Ingleside) — that would put all 6 marked letters (through 6/26/70) in the same vicinity.
If I had to take a wild guess, he might have been a student at SF State College, since the letter drops stop there.
This might imply that if he didn’t live in San Francisco, he lived in the north bay — Marin, or Sonoma County (where Santa Rosa is located).
I wonder is this could be something. I have created a map with the know postmark area and the say of the mark.
The only weekend drop was in 4A, the other 4A has a AM postmark on a Monday which begs the question was this actually posted on the Sunday. Every other PM is from the North of SF.
This is interesting as if suggested earlier Z possibly worked in the North of SF, why would he be in 4A area at Weekends. It could be social, work related, tourism or a residence ?

I believe it is incorrect on the map. If you could please double-check. I don’t believe there was a weekend pickup in 4a.
