I have always liked the theory that Z may have worked at Mare Island, so I have tried to find any and all weird happenings that took place there. I’m not positive that Mr. Marr is telling the truth, and if he is, he wasn’t taking part of this "project" there until 1988… so my question is this: has anyone heard of Project Pegasus? Could it be possible that the CIA was doing this testing at Mare Island in the 60’s and that Z was one of their test subjects? It could explain why he was never caught. It could explain the ciphers/codes.

I found another website or two where Project Pegasus was being talked about as having taken place, for Andrew Basiago, between 1968 and 1972. The project involved time travel….
Nothing about Mare Island though a place in SoCal is mentioned.

Ah, yes. The guy who was present at Lincoln’s Gettysburg address. And who was teleported to Mars, I believe. Or rather, I don’t believe it. But he does, apparently.
Has to be a different project, though. The Gettysburg guy isn’t trying to blow the whistle on Project Pegasus – he runs said project (which has to do with getting the government to admit they’re time traveling aliens, or some such idea), whereas the project refered to in the OP was seemingly run by the CIA and was about mind control.
Correct me if I’m wrong (and please excuse my obvious ignorance on the subject), but weren’t some inmates at Alcatraz reputedly subject to some kind of covert mind control tests? I am not sure if any of the three who escaped had ever been used as guinea pigs?

Not that I have heard of, but it sure is possible. I’d bet that a lot of the mental hospitals back then were experimenting with such testing.
