There is always so much talk about Z having a possible connection to Mare Island since it is the main employer in Vallejo/Benicia and the military boot prints and the crew cut sort of fit with MINS being a Naval Shipyard as well as a Merchant Marine port.
But has anyone ever looked at people who may have worked or been stationed at Scaggs Island Naval Communications Station as well?
This is the installation that intercepts and deciphers enemy communications and is where the Vallejo authorities sent the 408 cypher to be decoded.
Can you imagine the irony if Z was one of these codebreakers and his own cipher landed on his desk there to be worked on?
I know his ciphers were of upmost importance to him. His very first communications included a cipher and he demanded that it be printed right away. He made little comments that sound like cryptography puns (I am crackproof). Even his postcards have little puzzles that can’t be figured out.
I think it is a very good chance that the murderer may have ties to Scaggs Island cryptography, would think they would use radians, mag north readings and other things like that as they track enemy ships, radio signals (antennas on top of Mt Diablo were used to catch these transmissions)
I don’t know, I’ve just never heard anyone talk about Scaggs Island as much as they do Mare Island. To me he seems to fit better as someone who would be working in a codebreaking and communications field instead of as some kind of welder or pipe fitter at Mare Island.
And they used satellites and computers to triangulate the positions of ships. And they had teletype machines. And one of its sister bases was located at Centreville Beach, near Eureka.

I could go either way on Skaggs vs. Mare. But it’s weird that area has a trained team of code experts sitting in the middle of it, and we talk so little about it.
Just seems odd to me that a serial killer who left clues to having a possible military connection, and who’s MO more than the murders themselves seemed to be cryptography and communications, would hardly ever get a mention of possible connection to a Naval Communications and Decoding base located just northwest of Mare Island and Vallejo, just outside of the responsible’s geo-profile location, and with easy, direct access via highway to all of the known crime scenes.
I would be interested in learning more about Scaggs Island and the people that worked there.
