I’m no expert but isn’t the meter connected to the vehicle transmission, so if the meter is running, the engine is too.

Without the keys, at minimum, the steering column would be locked most likely.
The engine could be left running without the keys, either by design or wear and tear, or forcibly
removing the key while the engine is running. I’m sure the ignition on a taxi gets lots of
wear and tear.
Maybe he didn’t take the keys, maybe the ignition was damaged and you could turn the ignition
switch and start the engine without the keys. I’ve seen that occur on a couple of older cars.
I’m assuming he just yanked them straight out of the ignition while in a hurry.
