My impression is that Toschi indeed had spoken to the ‘right guy’:
"That pig Toschi is good but I am smarter and better."
Obviously, Toschi was on the right track to get Zodiac’s identity. For sure, Toschi had made notes about his actions/suspects etc.
Where are those documents now?

Equally probable that this is misdirection to let Toschi think he had spoken to the right guy.

But this quote is based on a widely discredited forgery.
“Murder will out, this my conclusion.”
– Geoffrey Chaucer
Widely discredited means your opinion? As you mentioned ‘forgery’?
Just asking.

Simple answer his documents are being with held.
Long speculative answer,
The few Documents that followed LHR appear complete whilst the numerous documents offered after LB are seemingly incomplete and the lack of documents following Stine is a continuation of withholding where one would expectedly find the melding of 3 investigations and the honing in of suspects.
So my gut feeling is that it is not foolish to think Toschi spoke to the Zodiac. But i would emphasis for a broader interpretation of that sentence to one of Toschi merely following a lead that came close to the Zodiac in some way.
Whilst subjects like this are great they are dead avenues for i am certain numerous capable people have sort every document they could and that Toschi’s documents hasn’t been a multi decade blind spot.

I’m not trolling or picking a fight, but I assumed (perhaps wrongly) that the 1978 letter was presumed to be a forgery done by Toschi, and very few people consider it an authentic Zodiac communication.

Your point is valid of course but it’s basic investigating to be able to hold contradictory view points in a perpetual limbo when the answer is not actually known.
It’s the only way to find the right answer really.

I think it’s reasonable to say that the 1978 letter is "widely discredited" and "considered by most to be a hoax or forgery".
John Shimoda, head of the postal service crime lab in San Bruno, Terrence Pascoe of the state’s Questioned Documents Bureau, and Keith L. Woodward, for 24 years chief of the Los Angeles Police Department’s Questioned Documents Section all reviewed the 1978 letter and concluded it was a forgery. Additionally, private handwriting expert Andrea McNichol also studied the letter and concluded it was a forgery in her 1991 book, Handwriting Analysis: Putting It to Work for You (pp. 88-90).
The SFPD also concluded it was not authentic:

I agree that handwriting analysis is not a perfect science and open to interpretation, but my point is that it’s not particularly controversial to say that the 1978 letter was probably fake.

When I look at the envelope, also the letter, I see Z’s handwriting. But of course, I could be wrong. I also see double postage on its envelope, a circumstance not everybody would have known about.
Anybody access to the original article of Duffy Jennings, claiming its fake? Could also have referred to e.g. the Channel Nine letter. What did Andrea McNichol mention exactly?

Besides that, has anybody ever seen Toschi’s handwritten notes?
