‘Tis too bad Cecilia was never able to give a better description of The Zodiac since she supposedly saw him before he applied his crafty hood. She did say he had brown hair, as did Hartnell. One wonders then if Zodiac simply received a haircut between Lake Berryessa and the Stine murder. He may have worn his hair longer but shorn his locks in anticipation of the San Fran action. Quite possible that’s what he meant when he mentioned his "disguise".
Don’t much think the Napa composite is The Zodiac. Probably just another weirdo out for a stroll. In my mind, the Zodiac would have driven around looking for a target per his previous attacks, rather than mingle with people who were not conducive to his MO, such as the three girls or the doctor.
In hindsight after a murder, everyone acting odd at the scene of the crime becomes a suspect.

They both describe a tall, heavyset guy with brown hair.
Except Napa is dark brown and combed and others said differently. Mike said light brown almost blonde and curly. Fouke mentioned Reddish with possibly graying in rear he said it could have been the lighting (or hey, maybe it was in blond) – hair dye and wigs aside.
Lighting can explain the differences in hair color. Also, some dirty blondes have dark hair when it gets wet. At Berryessa, Zodiac could have been sweating profusely.
