Of the symbols that make up the Z13, 2 of them are not found, either in the Z 408 or in the Z 340.
In such a short figure, it is unimaginable that a solution is possible, since there is a gigantic series of possibilities.
Therefore, insisting on preferred names, anagrams, places that fit the cipher is a waste of time, if only by substitution.
I’m guessing that the symbols and their values are in what has already been decoded from Z 408, and or, Z340.
I noticed that some z408 symbols
which represent "D, H and S", fit perfectly into the "imaginary" alphabet from A to Z (see image)
This, I thought, may be a clue to something.
So I suppose that is the way to indicate the values of the 2 symbols,
where "taurus" would be E, R, G, T, I V.
The symbol for "Ram" would be the letters I, V.
Keeping the sequence with the symbols with the values of the Z 408 key, and joining the letters that I quoted previously, we have 17 letters

The letters corresponding to the first 4 symbols in Original cipher Z13 (A, E, N, 
and the symbol K) W E E D S, are from the same group of letters that are to the left of a typewriter keyboard.
