"O" is translated from "X" in the cipher. Overlap them and you have tilted zodiac symbol. Someone has surely seen that before.
The frequency of the letters in the 18 characters is (EXCEPT FOR "O") is in sequence similar to the expected frequency of common text but not in magnitude. E should be only 2 or 3 characters.
