I think this line might be the key to the cipher.
The last cipher he had sent was Z340 in which he mentions it wasn’t him on the TV.
The hoax caller on the show had chose to be called Sam.
NOT SAMANAHTNN
On the bottom portion of Z340, various words had to be flipped backwards for the cipher to make sense.
For the last 5 letters, I flipped "AHTNN" and then got "NOT SAMANNNTHA"
or just simply "NOT SAMANTHA"
