I ran across this today and had not seen it posted on any of the message boards. It is a solution purposed by Ryan Garlick. It seems like a reasonably straight forward solution to the Z13 using the key from the Z340. Essentially he argues that using the Z340 key and substituting the 8 symbol with a "T" and the upside down T symbol with a P, produces the text "Dr. Eat a Totpedo (Torpedo)." Under this solution, Zodiac is replying to Dr. Marsh’s challenge to reveal his name in a cipher.

It seems weird to me that the Zodiac would use previous cipher for some letters, and new symbols for other letters.
Also "tortedo" sounds weird. Did the Zodiac reference a torpedo in his letters previously?

He could reference a word "torture" in his usual perverse manner.
