The Zodiac said the map coupled with this code. This is my take on it.
The map has the zodiac symbol with the numbers 0, 3, 6 and 9. If you look at the code itself there are exactly 9 symbols and 3 backwards letters. So this gives you your 9 and 3. You need to write them in the order it is in the code. So write the 9 symbols then the 3 backwards letters.
Next step is that you cross out the symbols used top and bottom. so even if he has a plain text letter underneath or on top of it, that line is void. So like this – hope that makes sense.
Ok so now you will see whats left in the plain text letters. 9 at the top and 6 at the bottom. He said 6 so you use the 6 bottom letters so the full actual code is now this.
So now we have 9 symbols, 3 backwards letters and 6 plain text letters which matches the numbers used on the map. He said you must couple it. So in other words do it twice. So now apply the zodiac code key from the 408 to this twice. Side note – remember ‘I’ can be ‘T’ or ‘O’ and also the new symbol Omega I think it is and the C stay the same as in the original cipher key they did not exist.
This is what the message reads if you do the code twice AKA couple it…
So you can see some words are back to front but the general message is To Gane TNT on T Caen
I have no idea what that means but my thought pattern is maybe if you look at the map itself, the last T on the map is written exactly over Deer Valley Rd in Antioch.
Some interesting bits of info and things i thought of
– Antioch is formerly known as Antioch Bombing Target as was used for army or navy I think to test bombs etc. So its a nice play on words if its is there, a pun if you will
– If you take the shortened word on the map Mag N and use the letters he left out ‘ netic orth’ , you do the code twice on that and it says Caen One – so if you use the arrow on the map and turn it to one o clock it points at Antioch as well. Don’t know if that means anything
– If you use Antioch as an anagram – it could read To H Cain
– The inches along the radians clue if you literally write inches and underneath it write Radians – as in write it alongside each other the right hand side top and bottom spells out H Caen.

Also, the Omega Symbol usage can be linked to Herb Caen, as this Omega Constellation watch with the OMEGA Symbol dead center of 3,6,9,12.

This is the web link to the sale of Herb Caen’s watches, the Omega being the one on the far right. Did the police know he owned this nor care to even look?
Still could be a false lead but it isn’t out of the realm of odds that Caen created Zodiac to do this, knowing well ahead of time he would be the least likely suspect, Jack The Ripper inspired perhaps?
I also ran Zodiac’s letters through Google LENS which uses AI to visually match images, the Dragon card linked to an Air Force Group named the Ass Am A Dragons, with a bunch of male pilot names, but not sure what to make of it.
I also found a new letter that could be from Z from 1972, I’ll post that on a new topic shortly.
