If the Zodiac constructed the 340 Cipher with the random rambling format of the 408 Cipher, in other words similar to the construction of his letters, then surely the presence of ZO#AIK on the 20th line looks forced or deliberate, to imply he was signing off with ZODIAC. Would this not imply an egotistical element to the cipher and a breakdown of the idea that some form of key was used to encipher it. Or any key used was either altered or abandoned on this final line. The crosshair symbol immediately precedes ZO#AIK and we have a + sign at the end of the line, and we know he signed off many letters with a running total of victims. In this case it would have been Zodiac 7+, which does fit in nicely. This is not claiming to be an answer, but how likely is this final line from a standpoint of random encryption or did the Zodiac’s ego surface one too many times and throw into doubt that a one rule decoding technique exists in any format, however convoluted.
