You can read verticaly PARADICE and horizontal SLAVES and divided into four parts.
Every part is filled with BY GUN, BY FIRE etc.
The Cipher 340 seems to have the same pattern.
I attacked a file for better illustration. P=P, +=A, half moon=r, D=D,I=I,C=C,<=E it seems -=S
The lower part of the Cipher seems it has to be mirrored and the left part of the lower part has to be turn 90 degree. The second picture you can see it the by fits perfect to the Halloween card.
Maybe there is an additional hint from Zodiac.
