I made some phone calls today. Although current voter registration information is NOT public records in California, it appears that it IS public record for 1969-70. Each county voter registrar is the custodian of those records. I made those calls to find out info on my own POI.
I don’t know if it would be fulfilled, but a request for each county as a whole might be profitable to the investigation.

I am using ancestry to build a tree of someone in the Benicia High School year book that looks like the drawing. The family is Irish in part and Z was described as having a red tone to his hair. This one branch has family in the military through WW2 and then working for the coast guard. They wear those same sorts of boots don’t they? This sort of person might be out to sea for a while and then come back?
