I believe this is a clue or key he was giving us to unlock the 13 symbol cipher. After all the card does not indicate 14 victims and the Halloween Card, like the 13 symbol cipher taunts us with his name and both cards have similarities in this respect.
We can convert the 13 symbol cipher, using the number 14, to reveal his name like so.
Now all we have to do is decode it.
The original cipher ‘coincidentally’ starts with A and ends with M, so we can attribute the letters of the alphabet to the corresponding symbols.
Then without any manipulation whatsoever we can count the difference between the corresponding letters in each column.
Obviously there can be no difference when a non alphabetic symbol arises and for the purpose of this demonstration the circled 8’s will be attributed an H, being the 8th letter of the alphabet.
The 14th line is the clue we needed to insert to NAME, formulated from the already decoded 2nd column.
The resultant number configuration shows that the cipher definitely has organized structure and is not just a random joke by its orchestrator.
Not only do the first and last 6 numbers match, but so do the middle 4.
One final thing now to complete the Halloween Card, by using the now formulated 14 symbol cipher.
The Zodiac implored us to see this clue with the insertion of many eyes on the card, but what can they mean.
Well, he added 8 in the trunk,the number 14 on the main part of the Halloween Card and 4 eyes underneath.
The 8th, 14th and 4th letters of the newly constructed 14 symbol cipher, which is what he was pointing us towards spells ME ZODIAC.
This means the Halloween Card now reads ” I feel it in my bones, You ache to know my name, And so I’ll clue you in. Me, Zodiac ‘ . Basically, he was just taunting us again. He also taunted us when he mailed a letter to the San Francisco Examiner, dated August 4th 1969, stating ‘ By the way, are the police having a good time with the code? If not, tell them to cheer up; when they do crack it, they will have me ‘. But he wasn’t lying he did reveal ‘have me’ in the 408 cipher and here it is.
