Linking 911 emergency number and 340 cipher.
The 9th line and 11th letter of the 340 is B.
The Halloween Card has 3 fingers raised with 14 written on palm. Also the hand upside down looks like 911 (zodiac reversed a lot of later material ). Then 4 eyes on card or number 4, take your pick.
At the foot of the card the 7 , four dots if multiplied = 28 then we have F Z and crosshair symbol.
Now take the B on 9th line as the starting point represented by the 3 fingers on Halloween card and travel 14 anticlockwise,then 4, then 2, then 8. It spells BUJOK.
Continuing along anticlockwise we find the F, Z, and crosshair symbols in order.
ie 911,3 fingers,14 on palm, 4 eyes 28 (7×4) then F Z crosshair symbols travelling down the Halloween Card.
Also 3.14 is pi (zodiac circle).
Just my imagination running riot, I suppose.

While the 911 number was in existence in 1969 it was very limited in location and did not come to California until March 1970. It’s introduction in California at that time was in just one central valley county. Most of the 911 systems prior to the mid ’70’s were pilot programs to work out the kinks.
It is not impossible that Zodiac knew about the 911 system and the plan to eventually implement it nation wide but it strikes me as being a little far fetched and perhaps too specialized to view the system as a basis for deciphering the Halloween Card.
