I think you’re on to something. The “AEN … NAM” pattern can be found in the section marked “must print in paper” in this letter. That section looks like a cipher and happens to be 340 characters long so I refer to it as z340b. z13 itself can be interpreted as a 34 character pattern which fits 1-2 lines in a 17×20 or 34×10 grid. Maybe we need to place z340 (17×20) and z340b (17×20) side by side to get a line length of 34, locate the line that starts with “AEN” and do *something* so that the line ends with “NAM” and there’s a “K” and an “M” in the middle?

Imagine that we need to interpret that as a “line pattern” and then use it to find a specific line in one of the other ciphers. For now, let’s describe the pattern as a line that starts with “AEN”, ends with “NAM” and has a “K” and an “M” in the middle.
I haven’t found any lines that match the pattern exactly in z340 but there’s a section in the bus bomb letter which might also be a 340 character cipher and it contains a partial match when written out as a cipher (spaces and full stops removed):
