Unfortunately, I notice that most interpretations of the 12 symbols making up the ‘name’ part
of the cipher feature a ‘CON’ or ‘CONN’ in it.
That suggests to me that the name could be an anagram of, say, the surname
CORNING or OCONNELL, with remaining letters making up the first or similar name.
For CORNING, say the unknown 4th, 5th and 7th symbols represent any of ‘R’, ‘I’ and ‘G’.
Additionally, If the 8th symbol is NOT the same as the 33rd and 41st symbols (‘H’), (a
reasonable assumption, as it does look different), then it could represent a different
letter, say, ‘L’, therefore allowing a first or similar name of say, ELLEY. Relevance?

What makes it odd in your opinion?
Its a very flat, emotionally dead and neutral way of describing a person or a town to me. ‘That was a nice cup of tea.’ Maybe, but for people or towns i think generally youd expect something a bit more descriptive… . Seems a bit simple, flat. Void..
Has anyone followed up the possibility that, rather than the name in the cipher being of the form:
CONNIE + middle initial + HENLY
it could be referring to a “Constance O’Henly?”
