DMV Letter

I recently red about this supposed DMV letter, and an interesting possibility came to my mind, and I would like to ask: is there any Zodiac suspect that is known to have hold a job in California´s DMV?

Not that I know of, however Paul Stine’s sister have apparently stated that Paul Stine’s wife worked for the DMV at the time of Paul Stine’s murder.

And:

If this letter exists, could the DMV be held responsible for concealment of evidence? Also LE agencies for non-disclosure of all evidence they have as after all these years, there has been no progress and there is a good chance the Zodiac is dead along with so many others. By waiting, they are guaranteeing the crimes will never be solved.

What about that woman in San Diego who was suggesting crimes there could have been committed by the Zodiac?
She was a researcher IIRC.
