I know Toschi was accused of faking the Zodiac 1978 Letter, but what about the 1979 Letters.
Sounds very odd.
I can’t believe Toschi wrote letters in ’79 after the previous year’s debacle. So my guess is that this refers to said debacle and not anything new. Letters, plural, should be letter, singular – and the year 1978.
It’s still interesting to see that he is regarded – without any doubt – as the perpetrator, even after having been formally cleared of having produced the fake. Bizarre, really.

What is the exact background for this letter, UKS?
Is it a letter from the San Francisco FBI office to the Boston office?
Two details are impossible to miss, at any rate: They (whoever they are, precisely) do not appear to share the SFPD’s view that Bates was a Z victim.
And the last authentic Z letter – as per the FBI in 1981 – was Exorcist.
Thoughts on this? Do we know if the SFPD submitted the three later ’74 letters to the FBI for examination/comparison? I have a vague recollection of seeing Red Phantom mentioned in the FBI files somewhere, said letter being labeled “inconclusive” or words to that effect, but I won’t swear on it.

Penn was implicating his Suspect in the murder of a girl from Boston, whose name escapes me. I think she was killed around 1979-1980.

I think I’ve got it now.
I don’t think Penn accused O’Hare of having murdered Webster until some years later, so that’s probably not the background.
What he did, however, around 1981, was to call O’Hare’s home repeatedly, making cryptic comments in the hope that O’Hare would “get it” and respond in a way which would incriminate him.
O’Hare reported these calls to the police. Now, he lived in the Boston area at the time – so that explains why that office was involved, threatening calls being a federal matter. And that would be the background, I should think.

Joan Lucinda Webster, a 25 year old Harvard graduate, disappeared after her arrival at Boston’s Logan International Airport, on 28th November 1981, and her remains were discovered nearly nine years later in April 1990 in Hamilton, Massachusetts.
The cause of her death remains undetermined and nobody has been charged with her supposed abduction and murder.
