It doesn’t make sense that the Zodiac is giving directions from the Vallejo Police Department on 111 Amador St.
None of that works. Even if we think the Zodiac meant driving East from the Vallejo Police Department there are all sorts of problems with distances and directions getting to the crime scene with what he said. However there is something even more important to consider.
If the Zodiac had poor knowledge of how the police operate then he might think a police car would leave that police station responding to his call.
What his call details indicate is that the Zodiac is aware that the closest patrol will respond to the crime scene.
He is expecting a patrol would be up around there.
If you go one mile East on Columbus Pkwy to Blue Rock Springs Park, then you came from somewhere around the PG&E Vallejo Substation, Vallejo Fire Station #27 and Solano Community College Vallejo Center, in the year 2021.
I would suggest there is a possibility that the Zodiac believed a police response would be staged from this area.
It was the 4th of July.
If this is the case, why would the Zodiac think a responding officer/patrol was around there on the 4th of July?

From Vallejo out to the boonies, the main route was Tennessee St.
From where Tennessee St. intersects Columbus Parkway, it’s about a Zodiac mile to the crime scene.
By a "Zodiac mile" I mean not exact, sort of like Zodiac’s distance-estimate at Lake Berryessa from the crime scene to the park headquarters.
