No, completely different person. Just my 50 cents. But has distinctive eye-sockets, lean/skinny. Not that old, rather 45-53 yrs. Tall, masculine guy. Wears a bra, btw. Guess the girls didn’t let him for some years, now a bit freaking out (happens…happens…). Snub nose, Beavis lips.

Apparently this may have been a mentally ill homeless woman spotted in the area, but I can find no further information on this.
This person was even carrying a bag like JJD did at crime scenes. Perhaps they look younger, but thick makeup and baggy clothing could be deceptive.
He was physically fit until his arrest, more like a 50 year old as Paul Holes said. Would not be surprising if he kept prowling to some extent.
