Who controls the Zodiac DNA ?
Was the Bates DNA ever compared with the Zodiac DNA ?
San Francisco PD was the agency that initially had the DNA tested. They only got a partial profile and not enough to enter into the databases.
I’m not entirely certain that Riverside has had the DNA they collected from Cheri’s murder compared to what SFPD has, we would hope so but Riverside has kept things very close to their chest.
Did the SFPD officer or the witnesses who gave thier description of the Zodiac after Stine was killed ever look at pictures of known suspects ?
I would hope so! I know that the detectives that have been assigned to the case over the years have kept in touch with the teenaged witnesses. I learned that from Vince Reppetto who is now retired from SFPD but even now he’s in touch with the witnesses.

Gunya, as far as DNA, the only "Zodiac DNA" that exists is from the saliva on the stamps of some of the letters. Partial DNA profile, supposedly, was gotten from this. This "DNA" is probably nearly useless, since in the first place you don’t know for sure the Z licked his own stamps. The DNA from the Cheri Jo Bates attack in Riverside exists, supposedly, but there is no proof whatsoever the Z was the perp of that attack. Sheer speculation. So, to sum up, I will stick my neck out and say there really is no Zodiac DNA that would stand up in a court of law.

But if they arrested a suspect whose DNA matched the DNA they have, I think that would hold up pretty well. For example, if Ted K’s DNA ended up matching the DNA under the stamp, wouldn’t that be a good indicator it was him? Especially if they were to add more circumstantial evidence to it?
Partial DNA can rule out suspects but cannot definitively rule them in.

Sullivan became known to the public because the librarian at RCC told people her suspicions about him. I believe that she contacted police and also told them, as they investigated Ross. I don’t know for sure if that is why he was investigated, but I’m sure it had something to do with his employment at the library.
ALA became a suspect because a former friend of his read about a murder in the paper that allegedly refreshed his memory about a conversation he had where Allen told him that he was the Zodiac. He contacted his local PD who put him in touch with Vallejo. He was interviewed, then Allen was interviewed and investigated. Supposedly, a Vallejo officer had talked to Allen previously but was unable to recall the nature of the conversation and didn’t think about it until the time when he became a Zodiac suspect, so we have no idea if it was even related to Zodiac or not.
