A question about Kane/Lass

There is an obvious link between Zodiac and Donna Lass which hindsight tells, in being that she worked at the Presidio as a nurse (where Zodiac headed towards after murdering Paul Stine) and the postcard he sent in reference to Lake Tahoe. After she moved to Lake Tahoe in June 1970, she disappeared three months later and Kane worked in the same office complex.
She disappeared on Labour weekend and Kane lived nearby, but would he -if he was Zodiac- act so recklessly in connecting himself to her like he was following her?
Was she worth such a risk? Were any suspects known to have ‘disappeared’ from their usual routines for a few days during this time? Zodiac needed (or rather wanted) time with her, and he is the suspected person to have called her work to remove any initial concerns for her well-being to thus possibly avoid an immediate search.
Zodiac also seemed to have begun changing tact here, as Paul Stine was his last confirmed victim to be announced, whilst Donna was being hinted at. He also suggests she is buried in the snow, so to me this oozes his declaration that he has fulfilled a goal- that he has earned his stripes and got his 12 slaves without being caught. He has succeeded as a hunter and now, because he hasn’t been caught, Zodiac can effectively ‘retire’ but be awakened to draw attention away from his next evolution- to kidnap, contain and enjoy his prey.
Maybe this would explain the 22 March kidnap attempt and the postcard being sent a year later- even Ted Bundy admitted to ‘dry-runs’, where he would kidnap a victim and drive around with her, before allowing her to ‘escape’.
