The Sacramento letter was not sent to an unknown recipient. According to Voigt in like 2006, it was sent to the director of the DMV of California. This dovetails well into the notion that I go over in detail in my book that zodiac had a near obsession with cars and car references in both his crimes and letters.
I have sent in public records requests from the DMV, CHP, and DOJ. All three agencies claim they have no knowledge of any Zodiac letter like that.

I’d guess not more than a handful of individuals were made aware of the letter after it arrived. And it’s apparently been at the crime lab ever since.

“From 1966 to 1969 it was a man name Verne Orr. Orr was succeeded by a man named Robert C. Cozens from Del Mar, CA. Cozens served as Director of the California DMV at least until 1976.“

Law enforcement have always erred on the side of caution. It wouldn’t surprise me if the few today who know details of the DMV letter, either DON’T KNOW it was held back, or don’t know WHY it was held back — and they don’t want to potentially F@#$ anything up. Even the guy who ran the crime lab (and who was also a cold-case buff) had to call me to see if it was a known letter. Not everyone knows the Z case like us goofs.
Well I am very eager for news re. this as IIRC it was to have been released at least several years ago?
Also, it would be most interesting to at least have the subject of the letter released.
I am still very much wanting to eliminate my poi but everytime I see mention of this letter, recall another long-ago conversation we had re. the DMV and a letter.
I was working as a social worker and was telling him about a form letter we used to contact the DMV on behalf of clients who had problems with their driver’s license. IIRC, the letter emphasized the person’s need to drive for employment or some other essential need such as medical care and asked the DMV to pardon whatever offenses the person had committed to cause their license to be suspended. My boyfriend was very excited about this letter and asked me to write one on his behalf (he told me he’d had some dui’s) but I told him I could not do that. He kept on about it and I can’t be sure but am pretty sure that I finally caved and gave him a sample of the letter, telling him he might find it helpful in writing his own letter and explaining his circumstances.

This is true. However, my records request covered every year from 1968 onward. There could be plenty of reasons why they said the DMV letter doesn’t exist including flat out lying about it. Also, for the record, I specifically mentioned its location in the crime lab.

Tom, would you mind elaborating a bit on the history of the DMV letter? I believe you said you were first told about it from a LE officer. I won’t mention his name because he got in a bit of trouble.

I don’t think there is any great mystery here. It probably exists and is a hold back, so they won’t reveal anything about it.

Knowing there is a letter and telling people it is being held back is very different to denying the existence of a letter. To deny the existence would mean they don’t want the Zodiac to even know they have it. Why would that be a problem for the Zodiac if he knows he sent it?
One explanation is that this was a communication the Zodiac didn’t intend to be linked to the Zodiac. Which may possibly indicate it was one of these ‘Citizen’ type communications and not signed off as the Zodiac but they know it is him. Yet they have released those before so why not this one also?
Could the letter be pre-Zodiac? Like the targets filed away some prank letters or reported it long before the Zodiac appeared on the scene and then realized sometime later that what they had might be related to the same person?
The need to communication is central to the Zodiac’s signature. It is why Oceanside is so interesting. Without the communication it barely resembles anything Zodiac except Stine. Riverside and Bates the same. This guys compulsion to write is not something I think he could stop. I think he could stop killing but his need to send in shocking communications is almost like a bigger addiction and a central emotional need, hence signature.
I have read about that letter and ideas when it might have been sent but is there anything ruling out the above?
The lack of a Lake Berryessa communication isn’t really one when you consider he left one on the car door.

I dunno if I buy the idea of an unreleased letter. In the FBI and Police files, there are a few lists which list all the letters and when they were received.
If there was some secret held back letter surely there would be some evidence of it in those lists. ie a redacted letter in one of those lists.
