This is from the same crew who made the recent underwhelming Cooper documentary. I haven’t found details of the decryption. But with such a short message, picked out seemingly arbitrarily from a longer text, you can probably arrive at any plaintext.
This document from January, from the same team, which decrypts other Cooper docs using the same method, says that
"Code-breaking details are copyrighted, but media can view the deciphering steps by signing an
NDA."

anything involving thomas colbert and his "thousands of pieces of evidence" gets a hearty eyeroll from me. i appreciate he wants to solve the case but he really needs a voice of reason.
I do like Rackstraw as a suspect, but it seems like Colbert and his team and trying to force things.
