Not many people knew that the Zodiac Killer was a long running government sponsored operation. It was so successful that they had planned to continue their operations for years afterwards. Mostly as the CIA was involved in the development of the communications of their objectives, they had used the ciphers to instruct their Agents in the field. One team was from the American side, and the other the called the “East Team” would take root in NYC and Vermont, carrying out their operations throughout the 90’s with the use of the CIA’s Kryptos Art Installation at Langley’s Headquarters.
Formed with a copper scroll attached to a piece of Petrified Wood, the left side was filled with ciphertext and the right side was filled with a Vigenere Tableau using the word Kryptos as the filler to create a shift, surrounded by a series of alphabets.
Noticing the right side was shifted to appear like a large letter Z, it would take on the illusion of a hidden series of ciphers that were said to be used to instruct 2 agents in the field, using a delayed drop of information that would be used to confirm their orders to continue the operations of the previous objectives with the Zodiac Ciphers.
Take a look at the layout of the puzzle, and you will see it was designed partly to appear exactly as if it was expanding on the look and feel of the Zodiac Halloween Card.
With the use of this puzzle in action, their agents would find it extremely useful in planning out the affairs that would last through an entire decade afterwards.
One cipher appeared in 1990 and was deemed a hoax, called the Zodiac Celebrity Cypher. It would read out in the plaintext format information about the band Nirvana, and conceal information about the targeting of Nicole Brown Simpson and Ron Goldman from the OJ Simpson trial using a single alphabetical substitution, as well as utilize specific sections of this section to be extracted, which when examined revealed the details about EasyE’s murder as well. All of them had been involved in the use of Narcotics, and were made into victims due to the interests of the CIA and Israel’s Mossad, as agents were tasked in controlling these commodities within the Entertainment Industry for some time, and they wanted to create the illusion around their downfall using these crimes and suicides as a way to leave behind another mystery of their dealings.
With these domestic affairs being planned the CIA had other plans as well for their Art Installation, as they extended their reach into the Japanese forums with a massive operation to develop Counterfeiting sites and Laundering cover front companies that would take their currency and convert it to real money. They would also set up a sinister Cult named the Aum Shinrikyo, who would attack the Japanese Subway system in a coordinated attack across a number of locations at the same time. They were also found to have samples of the VX Nerve Agent, and Bacillus Anthracis (Anthrax) that was being manufactured.
Additionally there were targeted murders of a family in Setagaya, as well as a series of school children that were murdered and dismembered in the famous Kobe School Killings, with a 14yo boy – KID A – railroaded for these crimes. They accused the boy of writing the famous letters that were part of the “Japanese Zodiac Killings”, as it developed into its own stigma from all of the media attention behind the affairs taking place in that era of their operations.
As these operations would take on a massive role in setting the stage up to the events of 9/11, when the targeted Servers in Fuji Bank would be hit in the World Trade Center, and the Gold Stores in the basement levels would be moved out “for safe keeping”, as a number of other side branch operations were underway.
The Seito Sakakibara Ciphers were mentioned specifically in the ciphers of Kryptos and were extended with an array of additional ciphers from the Scorpion Letters, adding their own artistic flair as a mediary tool to convert information to the Seito Sakakibara Cipher series. The Scorpion Ciphers were sent in to America’s Most Wanted exactly 9 months after the Kryptos Puzzle was installed as a centerpiece.
When the Towers were hit, there had been a team of Art Students from a Performance Art Group inside for 4 years leading up to the demolitions. As they were known as “Gelatin”, they also had been associated with a number of other teams in that region that would become known as the “Dancing Israelis”, detained on the Washington Street Bridge while fleeing NYC en route to the airport. They had been working for a company that was named Urban Moving Systems, and were suspected of having been part of a demolitions team that brought down the Towers as their items tested positive for explosives when they were detained.
While this seemed to have been an odd part of the whole affair that seemed to counter the official narratives, a number of their items were kept in the evidence files of the investigation, and were given the “Secret” level of clearance until they were released in a FOIA in 2017, when the Presidential Patent expired from the Bush Administration’s hold on the paperwork.

The investigators would lock onto specific traits of the letter, and the media was alive with the search for their suspect that they named “Mr. Z”.
The Israelis had a list of names and numbers in a sheet of paper that was titled Urban Moving Systems, which I coined the “Contact List”. It was formed to be used to breakdown into it’s own cipher, and used to accentuate the main body of text with an anagrammed upper section, but more revealing was the lower section that would begin each of the letters of the names of their contacts as – MMMRRRR BABBB
BABBB is a signature that is converted in a Biliteral Cipher Template created by Francis Bacon that stands for the letter Z.
Mr. Z had been dropping ciphers that were intended to be used by stay-behind agents that were planning to continue their “Zodiac” Killings, under the guise of a new group of agents that were led by a ringleader named Michael Aaron Woldow, calling himself by the stage name of “Cypher Zero”. He would take on the illusion of being the new Heriberto Seda, creating a number of technical ciphers of his own, as he was tasked with the operations of their cabal in the US, spreading across the country and into Brazil, creating cover front companies like the Firefly Aerial Acrobatics company, and the NYC Circus Arts Group. He was even doxxed by one of his victims that was sexually abused by him, when the victim made an iMDB page about his sociopathic history as a student at the Elan School in Maine, exposing a pair of aliases that he used along with his Stage Name.
After the 2001 Amerithrax Letters were left at a mailbox across from Princeton University’s main Nassau St. entrance (my hometown), I noticed that other similar attacks were made during this period of time, namely with the 2003 Fallen Angel Letters, which also featured two different letters that were mailed to the White House and the Department of Transportation, one containing a vial of a chemical weapon called Ricin.
This thread is created to explore these ciphers along their time line from 2003 to 2006, as a series of crimes were committed that would feature these letters dropped at their crime scenes, with the final one called the Gidget Letter, mailed directly to the FBI’s Office in Seattle, OR claiming responsibility for the murder of the Assistant Attorney General Tom Wales.
In 2003 a pair of letters were mailed into the White House and the Department of Transportation, stating that they were demanding that the hours for the Shipping Industry as they related to the operations of a Semi-Truck were extended, or else they would release more of their laced letters with Ricin. They included a vial of the substance which was basically deemed to be authentic and a threat to the President and others in the DOT.
This caused a bit of concern during the Administration’s investigations into the 9/11 attacks and the Amerithrax Letters, as they felt they needed to increase their Chemical and Bioweapons security so as to be able to deal with the new threats, simply because there is no known cure for Ricin Poisioning.
One of the letters was a bit different than the others, but they deemed them from the same person, as they originated in the same general region and the wording was fairly similar to the demands that were being made. To date the case remains officially unsolved but I recently had an interview with the USPIS Agents in my region as to the nature of a number of inner workings behind these letters that I uncovered.
In the examination of the letter’s word selection and their represent positions, I discovered there were some internal configurations of Old English Box Ciphers that detailed a series of basic hints as to the structure and mechanics of a larger and more complex series of ciphers.

They were developed exclusively at that time for the US Naval Research Laboratory as a form of encryption of their communications.
