It appears that the hospital was very lax in its operation by 1969. It seems that Ross fell threw the cracks.

They cut their patients in half, it’s possible Ross had the streets. Wonder when the actual release happened for these patients?

Why do you believe Ross fell threw the cracks?

I think he was medicated and discharged along with over 1,200 patients at this time. Funding was cut. Understaffing and underfunded equates to inadequate care. The trend was to send the patients back to the cities they resided before committal. Push them off the state’ responibliites and have the cities and towns carry the financial burden. He fell through the cracks because he was a sick man who was sent home without being cured. Where would he get expert treatment for his mental disorder besides at the expert facilities of the state?

I agree that Ross probably fell through the cracks. Ross was admitted to the mental health care system at a time when funding to the mental health hospital was in decline. It was felt that many of these patients could do better by being in the mainstream population while being cared for on an out patient basis. The mental health population in California state hospitals was cut almost in half between 1959 and 1969. Unfortunately, there were not enough programs in place on the outside to accommodate the influx of mental patients hitting the streets. There was not enough housing nor general oversight that these patients were receiving the care and medication they needed.

This is an older article, but it’s a good one, regarding the mental health care situation in the US.

That is a good article and it addresses precisely the idea that many sick people were not being cared for properl, because they were thrown to the lions.

I know the Police strongly considered mental patients as Z suspects, there are several mentions of Zodiac Suspects in the police reports, who had spent time in various mental institutions

I know the Police strongly considered mental patients as Z suspects, there are several mentions of Zodiac Suspects in the police reports, who had spent time in various mental institutions

i mentioned all of this yesterday. it’s the exact same thing that
happened to my Mom in Michigan. she was released in 1970 and
was anything but "cured." however, new medicines did help
many of these patients lead more normal lives. but, many of them
would quit taking the meds with obvious results. and again, the same
question i posed yesterday: how could someone that looked as much
like the composite sketch as Ross did, not be taken seriously enough
by the SCPD to be even finger-printed? if someone can produce his
prints, this case could get real interesting. without them, i say again,
SCPD is grossly negligent and, perhaps to a degree, responsible for
the deaths of several people. and, this case may never get solved.

Santa Cruz Police were not investigating Z crimes. Maybe they did look at him, or sent Ross’s prints to police who requested it, we don’t know. I am curious if anybody ever turned Ross in as a Z suspect based on his likeness to the sketch, and his connection to the RCC Library?

Morf, you’ve stated before that you could find no record of his prints.
if they had ever been taken, without the involvement of LE, would
we be able to determine if they exist?

Just because I couldn’t get them, doesn’t mean there wasn’t some on file some place.

I just found the name of a man who worked with mental health patients at Agnew a Hospital from 1967-1972. He worked at the hospital from 1967-1987. Do you want his name? I don’t want to post it here.
