Indeed – and that’s just it. You’d think she would have found out where he resided in the relevant period. If he was constantly institutionalized, in care, under conservatorship, on welfare…or something during those years, then this has to be a matter of record. The records may be hard to obtain, at least for amateurs, but at least they have to exist.
They were sealed, she said that they could not be viewed. She didn’t go looking in other Counties that would have been pricey, she only snooped in Santa Cruz

We know now that Ross was employed by UCSC. If we could even get the dates of employment it might answer some questions.
It was stated the "San Francisco area". Some people would lump Santa Cruz into the S.F. area…even though it really not. Especially people from Southern California.
Katz gave info the JeffP that he was "all over San Fran" according to Tim Sullivan, and that Tim suspected Ross was Z because,in part,because, when Ross was out of the hospitals, that’s when the Z crimes happened

He was in Santa Cruz in very EARLY 1968 (Feb 5), and likely again in very late 1970 (December 17). I’m willing to bet, without causing a fight about it, that he was in some mental institution between 1971 and 1974. Then back to Santa Cruz where he lived out rest of his days at that group home.
It’s in between Feb 5 1968 to December 17 1970, a pretty important 2 years and 10 month period, where his whereabouts are unknown.
Assuming he was always in Santa Cruz is as absurd as assuming he stayed in every YMCA in the Bay Area. Especially since we have TWO pieces of information that suggest he wasn’t in Santa Cruz the whole time (the death certificate and Gerald Katz’ information who has been spot on about everything and was relaying what Ross’ brother had told him).
PS Katz had no more additional details about where in San Francisco he was, etc. He only said that Timothy told him 1) that he lived all over San Francisco area; 2) he believed he committed the Zodiac murders/letter writing during periods he was out of the hospital. I assume this meant that Ross had basically been in and out of hospitals since 1968.

In or out of an institution, he must have been receiving money from the state or federal government – student money, Social Security, Medicaid, something else. That money had to be going to some address. Are there open records that could be found?

I think, in CA, it all falls under privacy laws and I think getting our hands on any of those records will be impossible

As far as the YMCA goes, we know he had tied but do not know all the dates and locations of the ones he stayed at. But one thing to think about is that Ross may have had a comfortable feeling staying at Y’s and that could be important. I see him as the kind of guy that didn’t feel comfortable in most places or social situations, but it’s just a hunch and I am not stating it as fact.

what we are working with here is, if you will, hearsay. perhaps
because he had little money, he didn’t leave a paper trail. now because
of the amount of time that has passed and also legal obstacles caused by
a lack of involvement from LE, what are we supposed to do? i agree,
there has been a fair share of BS surrounding this case. look at Don Cheney.
at this point in time, i’m going to make judgment calls based on the
credibility of the witness or the evidence and go from there. and, i am
going to continue to make reasonable suggestions about this case. thanks.

do you find it interesting that both of these men were detained
because of their likeness to the Z composite? yet, here is Ross,
who the Santa Cruz police seemed to be familiar with. who could
look anything more like the composite sketch? one more reason why
i have little faith in much of the Z investigation.
If you go to San Jose Public Library website, they have pictures ( SJPL’s) Digital Collections. It shows pictures of flooding of the Agnew Hospital grounds. In fact one picture shows the flooding near the old maintenance buildings. The letter from Zodiac mentioning flooding his work shop/ basement, during the heavy rains.

The article mentions that in a two year period ending September 1969, Agnews State Hospital had reduced their patient population from 2,500 to 1,200.
Makes me wonder if Ross was at Agnews and was simply released due to reduced mental health funding by the state of California.
The article also talks how LPS conservatorships went into effect July 1, 1969, and has many details about how they work.
From the sound of it, the understaffing and the sheer size of the Hospital grounds and out buildings it seems a reasonable idea thar Ross could have access to these various trade shops without to much trouble.
