If this guy, Silliphant, lost touch with him in ’62, what he says is actually neither here nor there.
It would be good to know for sure whether he had a license or not, though. It’s certainly possible to drive around plenty without a license (I should know), but for me it’s a bit hard to imagine Z without a license.
Anyway, Ross WAS looked into (to what extent is unclear to me) after Bates – correct? That’s what the librarian says – or did I misunderstand that?
If so, is there any point in contacting RPD regarding this, specifically? I know they’re not the most forthcoming PD when it comes to anything regarding Bates – but this would be a very specific matter, a simple question: Why was he checked out? Did he have an alibi – and what was it?
I used to have a contact within RPD that was somewhat open to communication, but he is no longer there. I tried to contact them again after he left and never got a response.

A horrible thought to think your own brother could be a violent criminal. It’s reasonable to believe one wouldn’t take that stance lightly. IF Ross couldn’t or didn’t drive you’d think his brother would take that into consideration.
I think it’s important to point out regarding Ross, we didn’t see a photo of him and decide he looked like Zodiac, so we should check him out, but rather, the Library staff pointed him out, and his photo was found years later, it wasn’t until his photo was found in the Glendale HS yearbook last year that we discovered his likeness to the Z sketch.
