On April 26th, the SF Chronicle reports about this letter. Some experts have declared it to be a forgery. I definitely doubt this for various reasons:

1. Only a few days later, the Dear-Channel-Nine-Letter arrives. Although handwriting is different, its handwriting matches quite well to the Hello-its-me-letter which will appear in 1981.

2. Again, a few weeks later on 07/19/78 the ‘I am in control of all things’ letter appears at the SF Chronicle. Like the Herb Caen letter, this one also mentions that Z is ‘in control of all things’. It therefore might origin from the same author.

3. It is written in absolutely fine Z handwriting style.

4. It refers to Toschi (as well as Herb Caen).

5. It mentions Toschi to be a ‘city pig’. ‘Piggies’ or ‘police pig cops’ is also used in the Dear-Channel-Nine-letter as well as in the ‘some of them fought it was horrible’ card, which also uses the term ‘crack proof’ again. Also the Manor township letter contains the ‘chief pig’.

6. Probability was high to declare it a forgery as for four years there had been no letter from Z. Time however proved them wrong, as more letters arrived.
