Checked the cipher again for not only being a substitution but also possibly being a homophone cipher, (only) one more possible solution shows up:

Indeed, "GIVE SELF UP TO BELLI" appears to be the valid solution..especially as those symbols are covered on the book in exactly the same shape and is there even the hint regarding the book, too.
