I’d say it was the initial to his first name. I’m surprised that people don’t think more of this translation. It’s extremely straightforward. All the letters are in the cipher; no substitutions. It explains the Aries sign (clever word play). And, most important, Z was described by all as having a monotone voice. I’m fairly sure I know who "Mary" would have been: Mary Tollerton — a woman, described as pretty, who worked with Troy Houghton at the Minutemen Headquarters in Missouri. She was one of the last to see him before he vanished. Being a womanizer, Troy surely had something going on with her or tried; not surprising to me that he would mention her and that she might have joked to him about his monotone voice.

I think that Z was smart enough to understand that 13 characters is not enough for a cipher. That’s what leads me to think it’s just a straight anagram with one twist: the Aries sign goes with the M to form Maries or Mary’s.

Wowza! I was just going to make mention that thedude’s POI is one of only a few that actually does work as an anagram without any fudging. Even though I really don’t believe this cipher was intended to yield an actual name and while there are clearly a gazillion other names that would fit, I think it’s a fair circumstantial connection to cite in support of his POI.

I looked at the most popular American surnames that could possibly fit the criteria required by the ’13 Symbol’ cipher and the already inserted "William". Sixteenth on the list was the name Martin, giving us an estimated name of William Martin for the Zodiac Killer.
