Here’s a phrase that fits the Z13 cipher text:
"SO I’M A SATANIST"
No weird steps needed – it’s a simple substitution. I’m not claiming this is THE solution. As far as I know, it’s just a phrase that fits.
The sentence certainly is a match to the cipher.

*ZODIACHRONOLOGY*
Yes, it fits, but there are no other references to satanism or the occult in any of Zodiac’s communication. The only possible reference to any spirituality is his reference to "slaves in the afterlife" which to my knowledge has no basis in any form of satanism. In fact, most modern satanist are atheist, and don’t actually worship an evil being.
“Murder will out, this my conclusion.”
– Geoffrey Chaucer
"SO I’M A FATALIST" also works. And maybe makes more sense? …

I don’t believe in monsters.
I still like "CHIEF OF AFRICA". It fits and would be a startling admission of identity.

Should be crystal clear by now that this cipher is problematic since it generates so many solutions!
AS I’M A CANADIAN
Don’t look at me!

It is indeed clearly problematic, if you make the assumption that it is a substitution cipher.

True!
It’s also hard to imagine a different assumption that wouldn’t lead to the same problem.

I’m still working hard on that but I unfortunately have to agree.
This "Satanist" solution may not be correct but it certainly is an interesting suggestion considering that the letter arrived the day after the ritual killing of Robert Salem in his San Francisco apartment was discovered with "Satan Saves" and "Zodiac" written on the wall in his blood.
Ties in with the underlined LAV, as is in Lavey.

The crucified image on the wall of Robert Salem’s wall, is the Egyptian ankh. The ankh appears frequently in Egyptian tomb paintings and other art, often at the fingertips of a god or goddess in images that represent the deities of the afterlife conferring the gift of life on the dead person’s mummy; this is thought to symbolize the act of conception
In view of the "Satan Saves", was Robert Salem a satanist or atheist, and the writing in blood on the wall an irreverent and distasteful joke. The ear of Salem was sliced off.

My personal favorite has always been "Sarah the Horse". I just imagine her, hiding in the shadows, holding a .22 semiautomatic pistol in her hooves….
